In practice, though, customer service representatives do have the discretion to adjust a current tenant's rate for retention purposes — pulling up the current online rate for the same unit size at your facility (or a nearby competitor like Extra Space Storage or CubeSmart) and calling to ask for a match is a real, often successful approach, since facilities generally prefer reducing a rate over losing a paying tenant.
Since there's no guaranteed policy, treat a Public Storage rate reduction as something worth calling and asking for, not a right you're owed.
